Se pare că prima parte a paginii este în iso-8859-2 în timp ce a doua e UTF-8.
Pagina declară codarea iso-8859-2.
La fel şi pentru versiunile mai vechi.

second part is in UTF-8. The page declares iso-8859-2 as encoding.
Same for the old notes.
