When I cut "Petrisor" (with correctly displayed special "s") from
https://nm.debian.org/nmstatus.php?email=eddy.petrisor%40gmail.com and
paste it to a vim started exactly like you said, I get
""Petri<?>[34m~_or", with <?> being a white ? in a black octagon.
