Sort of. (It's certainly the case for Perl.)

It's a general rule that proper nouns (names for individual things)
are Title Cased. It's a general rule that Unix executables are
lowercase.

Both those rules have numerious exceptions, though, especially in the
field of naming computer projects, so you'll need to check in each
specific case.
