So I was expecting to find the 13.4 Catalan version at https://www.debian.org/doc/manuals/project-history/index.ca.html, but I'm getting a "page not found". Do you know who can do it?

No, unfortuantely.

Probably you should contact the package maintainer(s) directly or file
a minor bug that the web page is outdated in respect to the catalan
translation.
