LICENCE.cnm inclues the following clause which might limit
redistributing the C&M firmare to TI products only.

2. Redistribution and use shall be used only with Texas Instruments Incorporateds
silicon products. Any other use, reproduction, modification, translation,
or compilation of the Software is prohibited.

The licence was updated to no longer restrict redistribution in this
way.

The old text is still present in older branches but I don't think it
urgently needs to be updated there.
