step to reproduce :
- install debian testing a bit old (2020-08) with 5.7 kernel
-> ethernet works normally
- do the upgrades (which installs 5.8 kernel)
- reboot to 5.8
-> ethernet works normally
- reboot again on 5.8
-> ethernet not working (device is there, but dhcp fails)

strange facts : as you can see, only the 2nd boot to 5.8 is bugged.
- coming from a cold start or from windows make the 5.8 ethernet work again
- after cold start / coming from windows, 5.7 booting and rebooting works great
(so it seems really related to 5.8 kernel)
- after 1 (or many) 5.8 boot, 5.7 is also affected. of course, all of that is
resetted with a cold start / windows boot

so 5.8 seems to put the ethernet chipset in a bad state.
