installing k 6.6 in a multi-arch environment

Dear Maintainers,
I'm the maintainer of a Sid based System for Italian schools, pxe loaded and nbd distributed. My System was born with k 3.11, as 686-pae only, but is multi-arch (i686-pae and amd64) since 4.19. The kernel to load is chosen by pxe, based on the client machine cpu.
I need kernel headers, as there are several driver to compile by dkms.
Till 5.18, I simply installed the new headers and image every time I needed a kernel upgrade. But now (I tried with different versions of k 6, till 6.6.13) I cannot install linux-headers-amd64 without breaking all 32 bits build environment. I can install linux-image-amd64 alone, but obviously, without building the dkms modules.

I tried to understand what changed, but I found no useful info.
Can you please shed some light on this topic?
