Yes, the master branch is for Debian unstable only.

You can build on stable with some backports.  The branch for that is
(currently) bookworm-backports.

Yes of course you can use a chroot!  The most widely used tools for
that are pbuilder and sbuild.  I think they both have some support for
cross-building.
