This is bug #811496.

It has moved to initramfs-tools-core. If you run:
dpkg-query -W -f='${Conffiles}\n' | grep 'initramfs\.conf'
you should see:

/etc/initramfs-tools/initramfs.conf 7690949b00a8a2c0fad84fa4e965b00c
