Netboot images get a kernel modules mismatch when the ABI is bumped, which isn't a new thing. If one wants to use a released d-i, there are other installation images (CD or DVD images etc.) to pick from. That's incorrect. There's always a slight delay between when the debian-installer package is uploaded, and when each and every bit is ready, and images are built/published.
