This file, which is made up of two parts, was only used by the radeon driver in Debian's packages of Linux 2.6.29 - 2.6.31. Starting with Linux 2.6.32, the radeon driver expects the two parts to be provided as two separate files. firmware-linux-nonfree was changed accordingly. Since Linux 2.6.29 - 2.6.31 were not part of any Debian release, the combined blobs are obsolete.
