These maintainer script templates were written by Manoj Srivastava, who left the kernel team but still maintains kernel-package. The script templates in linux-2.6 and kernel-package are now two branches, and the date headers in linux-2.6 have not been updated since they are redundant with metadata maintained by the version control system.
