Bug#364046: initramfs-tools: when dropped in root fsck mode, the keyboard modules are not (yet) loaded.

nack, things after init(1) call are not under initramfs-tools umbrella ;)

in initramfs on panic we manually do:
        modprobe -q i8042
	modprobe -q atkbd

 
well udev has no info to load those, so i reassign to linux-image.
