no in the context of a Linux kernel version is meant as `uname -r`

ok thanks fixed.
the FILES section has the full path, so that should be fine.
we will soon move from /etc/mkinitramfs to /etc/initramfs-tools.

please keep in mind that update-initramfs is the enduser script.
mkinitramfs has ugly interfaces that are kept for backward compat
with mkinitrd.
update-initramfs(8) documents version, but has still the ambiguity
you reported, fixing that atm.
