More information, I have a switch TrendNet TEG-S2400i and the bug occurred
when I connect the cable to my network interface.

1) ip link set eth0 up
2) vconfig add 318 eth0
3) ip link set eth0.318 up
4) ip addr add 200.31.42.19/29 brd + dev eth0.318
5) Connect cable to my network interface ( bug, bug, bug, bug....) 
6) I had test does not configure the tag in the switch, and connect the
cable, the bug is not present, but, when activate the "tag=318" in the
switch, bug live!!

Yes, that does indeed appear to be a kernel issue.
