Because it's in the kernel source package (mind the missing dash), in
the kernel-image-<version>-i386 source package to be precise.

Well, depends. On the one hand, it is not a good idea to put this
particular script where it will automatically be used, because it's
pointless for non-i386 builds (who don't have vesafb at all),
non-Debian kernels (who don't have modular vesafb) and non-official
configs (who may or may not have modular vesafb). On the other hand,
it is a good idea to keep official and self-compiled kernels in Debian
as similar as possible, and that means using kernel-package wherever
we can and documenting the additional quirks.
For example, the PowerPC kernel-image packages use a post-install
script that is also packaged as an example in the kernel-patch-powerpc
package. Not an option for i386, of course.

If you want to keep it out of the BTS, debian-kernel is the place to
go. As the maintainer address for the kernel packages, it has been
getting copies of mail to this bug report already.
