Generally speaking, when you run are a certain Plasma version, e.g. 
6.5.0 in unstable, then you can remove all Plasma packages from previous 
versions, e.g. from 6.3 or 5.27. That is assuming that all packages are 
available in 6.5.0.

"apt autoremove" should normally remove such packages. If you for some 
reason are not able to remove these packages, then it is almost always a 
bug.
