AFAIK this popup on device connection or removal feature was added in
Plasma 6.5. So maybe in case you changed some related settings in
Systemsettings, it may be the setting is not updated?
Right next to the search field in System settings is a menu popup symbol.
There you find the option to enable viewing changed settings.
Otherwise maybe in Systemsettings in the "Notifications"
("Benachrichtigungen") view under "Notifications" ("Benachrichtigungen").
See the clock symbol in the upper second left position.
Yeah, that is it. Under "Device connected" ("Gerät angeschlossen") I can
set whether I want a sound, a popup or both. Same goes for "Device
disconnected" ("Gerät getrennt").
