No, translations are bundled with each tarball. There hasn't been "global"
translations packages for Gear, Plasma or Frameworks for the lifecyle of 5.x.
Sadly the German translation team of the KDE community has lost some
translators lately and it is struggling to rebuild. That may be the reason.
