I was thinking about something along the lines of adding a non-existent APT cache to /etc/apt/apt.conf, like Acquire::http::Proxy "http://non.existent:0000/"; but discover would of course still try to (and fail while at it) resolve that host, but it cannot fetch package lists then. Trying to resolve, however, would still generate traffic, and discover still downloads the favourite lists etc. So, in all, that hack is not that helpful I guess...
