Window locks randomly locks up for 5-120 seconds when pasting text

This mostly happens in Chrome, particularly when I'm pasting from my password manager. However I have witnessed this in other applications. Konsole were freeze then return to normal after I tab over to a different window and back.

When Chrome freeze's it's just the viewport. I can still interact with the URL bar and go to different tabs. If I mouse down to my task bar panel that's hidden and have it appear, only the first top pixel of the panel is drawn, and it remains locked like that until the Chrome viewport unlocks itself. The lock itself means I can't interact with any UI elements on the window/viewport, and the UI isn't updated. This happened once on a page with a YouTube video, the video froze but the audio kept on playing.

This has been happening for a month or two and I've mostly been working around it ignoring it. Today I got pretty annoyed when it happened during a meeting.
