You probably did not notice it or you did some partial updates on the way.

Yes, pieces of both Frameworks and Plasma ("kde5" does not map any existing 
artifact, so please don't use it) landed asynchronously in the last day (the 
last ones two days ago). The libraries part of Frameworks should be upgraded 
together, and probably most pieces part of Plasma should be upgraded together.

Now testing has Frameworks 5.28, and mostly Plasma 5.8.4.
