Recommended packages are not strictly necessary in all situations, but are for most use cases quite important. They are installed by default when you install the package, but when a new recommends is added to a package you already have installed, the new recommended package usually does NOT get installed. The reportbug tool gives a nice list of the depends and recommends including their versions and is therefor useful to 'abuse'.
