Installing qml-module-org-kwindowsystem then doing the upgrade:

kde-window-manager:amd64 4:4.11.13-2 -> 4:5.3.2-3

whilst leaving on hold:

[HOLD] kde-plasma-desktop:amd64
[HOLD] plasma-desktop:amd64

still left the tops of windows missing, even though kwin-x11 was 
automatically installed.
