[jessie] Application manager thinks no network is available

hello i am using the version of KDE that comes with jessie
(4.14 i think). The tool under system settings / software management
keeps telling me that "there is no network connection available"
even though i can access the web and command line tools work
fine (apt-get etc). Can someone suggest what might cause this ?
