I tried to install dolphin from ubuntu and realized that there is a dependency 
from libbaloowidgets4 which does not exist in debian experimental.

I also installed that package from ubuntu and voila the information panel 
shows tags and ratings again.

Also the search function with extended options does work now, which is not the 
case with dolphin from debian experimental.

So I think that the library libbaloowidgets4 is missing in experimental and 
dolphin must be linked to it!
