KDE 4.3.2 has been uploaded to unstable and then needs to follow a number of rules, see above URL, before it can get to testing.

When/if KDE 4.3.4 is uploaded to unstable it will also follow the same rules.

There is no rule that 4.3.2 has to make it into testing before 4.3.4 can be uploaded.
