I think you misunderstood whose page I thought this might be.  I was looking
for a release team general page, not a KDE specific page.  I was unaware 
that there was any breakage plan, and I was interested to know if it is a
public plan.  I realise this is not a really KDE question, but as you are
obviously in receipt of it, you must know where it came from.
