Kmail, "for safety reasons, compaction has been disabled for trash"

For a long, long time, I had to delete the ~/Mail/trash file by hand,
because it would not compact.
Then, for a few months last year, compacting worked.
Now, it doesn't work again. I had to delete an 87MB trash file by
hand.
So I received one spam email, deleted that, and tried to compact it.
No luck, same "safety" warning, on a 1.2KB trash file. I'm beginning
to think that size is irrelevant here.
What is causing this warning and lack of compaction?
