One of the reasons this stuff is there is to comply with the rules on
making computers "Accessible" to those with physical disabilities. In
several countries such behaviour is strongly recommended and is
quite likely to become mandatory.
It is also useful on laptops, where controlling the "mouse" with a
touchpad is never quite as easy as a real mouse.
There is a control panel setting to turn it off as I understand it.
