No, it's not a tab in Sound System.
On my system "Mixer" is an option on the same level as "Sound System" in the
expanded list for Sound & Multimedia.
So, you don't choose
Control Center / Sound & Multimedia / Sound System
but
Control Center / Sound & Multimedia / Mixer
