For the archive: I've set the following line in my kmailrc:

[Transport 1]
host[$ie]=$(/home/ford/bin/test-kmail-smtp)
[...]

where test-kmail-smtp returns the smtp-server on stdout according to 
the network I'm connected to. This works even without restarting 
kmail (1.6.2, kde 3.2.2)
