I have a Powerpc G4 Dual 1 Ghz running up to date sid. Kbabel 1.0.2 running
on kdelibs 3.1.4 does not crash on loading either of the files.

When I first attempted to download xlogo.po, I simply dragged it to my
desktop and promptly crashed kdesktop. Using wget to grab both files anf
then opening them using kbabel seemed to work correctly.
