I use the same version of kmail and activated the filter last week because of 
the spam. It works perfectly for me.

Check if you have also enabled filtering for your account in Kmail config - 
Network - Receiving (modify your pop-account and select 'Filter messages if 
they are greater then...' on the General tab). If I understand correctly, the 
basic filtering is done there and only the messages filtered there are passed 
to the pop-filters.
