KDE 3.1.3 - Sid Status Update

I suppose I will need to convince the debian mips buildd maintainers to
fix their timeouts for the KDE packages, or perhaps to get a non-
prehistoric mips machine to use as a buildd. 8< Even the m68k buildd's
don't timeout.
