libcupsys2-dev 1.1.8.

KDE 3.* was and will never be in woody.  It's in an unofficial
apt repository ;) It's save to downgrade to 1.1.14. (as long as
you don't use new cups 1.1.18 features) to downgrade to 1.1.14.
Did it some weeks ago without any problems.
