There has been considerable problem with console fonts which I spent about a
month tracking. This history is here

The bottom line is that there appears to be a strange font in xfonts-base
(12x13ja.pcf.gz) which fontconfig matches because of the use of family name
"fixed" but fails to NOT match on the "ja" additional style hint.
The above bug trail proposes a work around with the fonts.conf (local.conf for
me) file
