This is your problem. Use the one that ships with woody by default, 2.52/2.53.
Everything above 2.54 won't work with that version of KDevelop (I will update
the templates for a build with KDE 3.1 as development for KDE 3.1 requires
that anyway, so you should be fine with a KDevelop for 3.1 when done)
