Basically, this is compiled into the Xserver. If you want to change it then 
start learning the Xfree86 sources. I doubt very much if Xfree86 will accept 
any patches to change it. Think of it as a tradition. There was an interview 
with Jim Gettys and one of the questions touched on this very subject. I 
could try to dig it up if anyone really wants me to try.

As people have mentioned kdm does replace the background after a few seconds.
