Correct. 4.0.4 is the version in unstable - you can downgrade to 4.0.3 
(stable/testing) by running

   apt-get install librpm4/testing

You may need to downgrade rpm as well (I'm not certain) so this might be 
better:

  apt-get install librpm4/testing rpm/testing
