compile a small KDE application

Hello,

When i try to compile a KDE app, i get when ./configure:

checking for kde headers installed... configure: error: your system is
not 
able
to compile a small KDE application!
Check, if you installed the KDE header files correctly.


How i can fix it ?
I run a Woody with all kde package installed.
