weird. I have no problems building kicq. 2.0.0b1 as well as 2.0.0b3 (aka,
from cvs) using this configure line:
./configure --prefix=/usr --mandir=\$${prefix}/share/man --infodir=\$${prefix}/share/info --disable-rpath --with-qt-includes=/usr/include/qt
