With KDE 2.0.1 you must install them by hand. But with KDE 2.1 there is a
module in the confguration center. In any case the web site for them is
kde.themes.org. Be careful to check whether a theme is for KDE 1 or 2 (there
are a few for KDE2 already).
Or you can use GKT theme with the theme import app in the System menu of
KDE.
