languges/international settings

One application I am in the process of packaging is very language specific. It
is a vocabulary trainer. It comes with three languages (all the menues are
then in that language and also the 'source' language of the vocabulary).

The language which I use kde with is english (I never bothered to change it to
german). Now I need to change it to german, since I want to learn
german-swedish vocabulary. However I can not choose anything but 'C' as the
kde-language. I checked in /usr/share/locale/de and there are lots of k*.mo
files.

Do I need to install an additional package? which one? Is there a trick?
