The problem appeared in 2.0-final-13, disappeared with 2.0.1, and now
appeared again with potato2. That's all I can say for now... :-( :-(
Some of the menu entries are correct, some are not.

Have a look at the subdirectories of /usr/share/doc/kde/HTML/de. It's
part of kde-i18n-de. (Sorry, you couldn't find it because you haven't
installed it yourself, I guess :-)
By the way, I just installed the new potato3 packages -- I shouldn't
have done so: The umlaut problem is the same, and now kdm stupidly
shows ALL users (including ftp, ...). Seems to incorrectly read
/etc/kde2/kdmrc.
