just because kde-i18n-2.0.1/es/docs/kdebase/khelpcenter/userguide contains
subdirectories and files doesn't mean it's going to get installed...it's
totally possible that the Makefiles are hosed...All that really happens
with the Debian package is it goes into the main directory and does a
./configure (with the normal flags as used with all other packages) 
and a make.  then a make install...if that doesn't pull those files then
someone upstream broke something.

I'm going to go look through the code right now.
