I had exactly the same problem with one of the revision of kdelibs3 on woody
because dcopidl was missing from this package.
Actually I can compile Quanta with or without exported DCOPIDL and
DCOPIDL2CPP in my environment.
Could you say something about revision of kdelibs3 on your machine?
