Do not use ftp.kde.org, use:

kde.tdyc.com

If you are using apt-get place a line in your /etc/apt/sources.list
like this:

deb http://kde.tdyc.com potato main qt1apps optional crypto 

and remove the reference from kde.org, and then resintall.
