maven breakage means eclipse can't be rebuilt on stretch

Hi,

I filed this issue a few months ago and haven't had any response yet:

In short, if you rebuild the maven family of packages on Debian
Stretch, the resulting packages are subtly broken and will then cause
eclipse (and other packages?) to fail to build.

(The packages in the current debian binary archive are OK though, as
they were built a long time ago, so this only affects those who
rebuild from source and then use those rebuilt binaries)

I'm not experienced with Java/maven and that means that trying to step
forward diagnosing this takes me a long time. I'd really appreciate
any well-informed suggestions that will help me generate useful
diagnostic info that would lead to solving the bug.
