RFS: sitemesh/2.4.1+dfsg-3 (servlet api transition)

Hi all,

I'm looking for a sponsor to upload the sitemesh package. I updated the
dependency on the Servlet API and I moved Freemarker and Velocity to
suggested dependencies (sitemesh can be used without these packages).

Here is the changelog:

  * Transition to the Servlet API 3.0
  * debian/control:
    - Moved velocity and freemarker to suggested dependencies
      for libsitemesh-java
    - Removed the suggested dependency on junit for libsitemesh-java
    - Updated the URL of the homepage
    - Updated Standards-Version to 3.9.4 (no changes)
    - Use canonical URLs for the Vcs-* fields
  * debian/copyright: Updated the Format URI
